Let's see
Last year the US was up in arms about countries "dumping" steel.
So upset in fact that we put on tarrifs.

Now we are threatening to restrict exports of scrap steel to make sure we have enough, but in the meantime there is nothing wrong with sugar price supports?

Obviously this all make perfect sense to someone.
Who is that someone?
