According to icbl.org, the last time was Iraq1.

Do you have a more direct link to the statement about mines in Iraq or Kuwait or Saudi?

I have no idea what "a significant chance" is in the eyes of a military

Any mine has a theoretical chance to somehow someday kill an innocent person as does any weapon. If the mine or other weapon is used in a reckless way you have a very different situation then if a responsible trained person has a gun in his home or if a mine is planted in a marked location in the DMZ or on the edge of Gitmo. Do you have evidence that the US is using land mines in a reckless way?
