agressive marketing is not the point. Here the answers:

(a) very aggressively. at the moment it's difficult to walk anywhere in Tokyo without seeing advertisements for the 900i series, and FOMA prices are lower than MOVA.

(b) DoCoMo's aim of course is to go from 2 million FOMA users to 40 million, i.e. to switch all users from MOVA to FOMA. That cannot be achieved by aggressive advertising. The single most factor at the moment, and the only reason I have not switched myself is coverage. There are many places where MOVA (2G) works and where FOMA does not work. That's more or less the only reason holding people back. As soon as FOMA coverage is as good as MOVA everybody will switch to FOMA, and DoCoMo will probably switch MOVA off.
