As a matter of fact, 100% of computers of Chinese government organizations/agencies are now required to use software made by locals. Personally, I see NOTHING wrong with this, whatsoever. And this does affect MS a lot, since individual computers in China is still minority until now, not to mention some of the private computers are using piracy software.

A new policy by China's governing body will rule that all ministries buy only locally-produced software at the next upgrade cycle.
