The one I use and have been using for some time is Pop-Up Stopper Basic v. 2.40 (formerly called Pop-Up Stopper Pro) from Panicware and there is a free version:

panicware.com

The Pop-Up Stopper Basic toolbar has an icon with a white box with a red X in it that can be toggled on and off.
