I read that article several times, as its style seemed rather schzoid. It had some decent general analysis like the first line quoted:

On the right, which at times has included the Democratic right, the proposition has been that if only the United States had exerted its full strength, it would have prevailed. On the left, which has sometimes included Republican realists, the proposition has been that there are objectives that are not morally defensible and others that may be desirable but are not practically possible, and that it behooves a great power to recognize when either of these situations arises.

but then it segued into the argument that the main (possibly the only) reason for American actions vis-a-vis Iraq, Iran and North Korea was a grudge, using pop psychoanalysis that apparently applied to every administration since the Korean War. And then this line:

its distaste for unavoidable co-operation with Iran, (yes, let's co-operate with the mullahs, they're our pals!) its view of China as a future rival (well, duh. They are an economic rival now and will be a bigger one in the future) and its crablike approach to negotiations with North Korea (insisting that China, Japan and South Korea join with the U.S. in negotiations is "crablike"? They have a much bigger long-term interest there than we do) are all indications of how long-lived the American grudge can be.

A tad simplistic, no? But let's keep it simple for those dummies who don't yet understand the motivations of the big bad Bush administration. :-/
