You are right. I had hoped that chat boards would be building blocks for rational discussion, leading to major improvements in "real world" discourse. Instead, as you point out, other than catharsis, the trend is to use boards as a way to demonize opponents or those one imagines has done a wrong to the poster, individually or collectively.

Even in the financial and stock area, I had hoped that chat boards would be used as weapons to get posters together to fight the excesses of management and to level the playing field for the individual investor. We have seen some inroads but nowhere near the potential benefit. Most stock boards are a contest between those who are hyping and those who are bashing, with a tiny percentage of posts even claiming a basic background for the "opinion" in either fundamental or technical analysis.
