I don't get the "retraining" thing.

It's a way Politicians pacify voters. Holds out false hope, and makes the teachers happy. We spend Billions each year on this.

The "tough love" answer of, "hey, move to the jobs," gets the Politician voted out of office.

If a guy has been working in steel mill for 20 years and loses his job, what are you going to "retrain" him to be that will pay similar wages?

I think the idea is to communicate that he's supposed to pick himself up and go do something else rather than expect to be supported in the life style to which he's become accustomed. People need to get used to the idea of life-long learning and multiple careers with ups and downs.
