It's the chart directly under section heading "II.North Vietnamese Forces", — the table beneath the Soviet flag. The Soviet flag would be that red rectangular one in the middle of the page — the one with the golden hammer and sickle juxtaposed in the upper left corner. "I've read and reread that damn thing four times now and don't find mention of 3,000 Russians... I asked you to copy and paste the passage....is that difficult for you??"
