In the case of Bush the "If's" are in the past. The action has been taken.

The hypothetical gives way to history. In Venezuela the bush-league also formented a coup, but they left the leader in the hands of the "rebels" who turned out to be rational people. They restored the elected leadership and allowed the constitutional process to continue.

That is why the bush-league was unwilling to repeat a coup in which they did not have ultimate responsibility for the final exile of the elected leader. In Haiti they made sure that rational thoughts would not prevail. They even threw in two days of looting and riots to make the occupation force more welcome. Now where was that tactic tried before?
