Clinton was leaving office as Kerry warned about terrorist attacks inside our borders. Bush reportedly disbanded Clinton's counter-terror network to start over with neocons in charge. Maybe that's why Bush was AWOL on terrorism until 9-11. Or maybe he's just not on the ball until after the fact. Clinton launched 300 cruise missiles at OBL. Because Afghanistan is so lanlocked that is the only way they could attack him there. But they organized a Pakistani hit team to go in adn take him out. Maybe Bush disbanded that too.
