I don't think Bush was the Governor of Texas at that point. But, Waco has got to be one of the biggest government snafus in history. All they had to do was serve him a warrant when he was out getting groceries. They wanted to make a big spectical out of it, probably some ATF yahoo trying to impress his boss, and then we had the long standoff. Stupid operation from beginning to end.
