I was raising money in Houston once during an oil boom and that's exactly what they told me. Texas was booming and the rest of the US was tanking. Or vice versa in the 90's when oil prices were low. Texas is very eager to gouge the rest of us on energy. Bush-Cheney-Delay give them the chance of a lifetime. And they've taken advantage of it thoroughly.
