As a herding/flocking species, I believe humans always tend toward sheepledom aka fascism/aristocracy/concentration. It's the lowest common denominator: don't think for yourself, follow the crowd or you'll be whacked upside the head. That's one reason why even some of the very, very, very rich support death taxes. They understand that it's the flow of resources, not the hoarding of such in a few hands, that provides hope for continuation of the species. The Bushes are knuckle-dragging barbarians who think in terms of the lowest common denominator. That's why the Neocons idea of US military domination of the world has found fertile ground in their heads. (Note what Jeb did to protesters in Miami during the trade talks. Hitler would have been happy to find a kindred spirit.) I also think this is why having a representative democracy with a liberal socioeconomic environment is difficult to achieve. It requires self sacrifice, cooperation, intelligence, understanding and morality. In others words, it requires civilized behavior.
