Bush wanted Chavez out. A destabilized Haiti is not what Bush wants nor needs at this point. His administration is already spread too thin.


Events can be put into motion, but the timetable cannot always be assured, especially when one is distracted. It may be that the neocons want to accomplish what they can before their time runs out this year.
