This, in spite of the fact, that scientists say that 50 parts is at high risk of causing cancer.

Science isn't pronouncements from God. Science is always revising itself, but the current scientific evidence doesn't show an enormous increase in risk between 10ppb and 50ppb. The evidence that suggests that 50ppb might be somewhat dangerous also shows danger as low as 3ppb. Other conflicting evidence shows 50ppb as not being that dangerous. Even the evidence supporting your case doesn't show what would normally be considered a high risk at 50ppb, the risk for any person drinking 50ppb of arsenic in the water would be low. The increased risk, if any significant increase in risk does exist, isn't enough to actually cause a high risk for each individual, so its at least misleading, perhaps downright inaccurate, to say that "scientists say that 50 parts is at high risk of causing cancer".

Clearly, you're ambivalent when it comes to the level of arsenic in your water. However, others are not so ambivalent and it was the public outcry nationwide that caused Bush to reconsider his position.
