That "back channel" to the White House was never identified and was reportedly a very low level back channel which led nowhere.
On the Fox News panel of experts discussion I saw no one including Sandy Berger could verify anyone in the WH or State Department top levels ever heard about the offer. It was reported to have gone as far as some low level state department guy at some airport in Yemen and went no further. The Sudanese thought it had gotten to the WH but it never did.

It was also unclear if the Sudanese really had OBL and who was behind the "offer". Could have all been BS. But the Republicans picked up the story and ran with it anyway.

If you check, you will find that no Clinton administration official ever confirms such an offer was made or received. Therefore, it's one of those shadowy rumors. Vanity Fair likes those stories, but they are not always factual. Take for example a lot of the stuff Christopher Hitchens has written about which turned out not to be true about WMD's.

Another myth was that Clinton was fooling around with monica while OBL was being offered on a platter. Simply not true. Or at elast no evidence whatsoever despite people like Sean Hannity spreading the story.
