It seems you did not read the entire article, because it seems you omitted the link (FROM THE SAME ARTICLE) where President Clinton actually states that the Sudanese, hoping for better relations with the United States, offered up bin Laden (note- similar to how the Sudanese delivered the terrorist, Carlos the Jackal, to the French). There's an audio link is provided at that site, so you can actually hear what President Clinton had to say about it, himself. Christopher was Secretary of State from 1993 till January 1997. Bin Laden was expelled from the Sudan in May of 1996 (which means the Sudanese offer would have been before that).
