Only a few will argue that Bush did not inherit the recession. What matters is the perception of a timely recovery. Everyone wants to be an expert if they oppose him on how long it should take, even though inventory levels were extremely high, we were attacked, and investment in productivity allows the manufacturers to not hire back as quickly as a decade ago. and others want to blame CEO's decisions to outsource as another evil of a President which is once again a partisan issue.

Actually I was aware of Feldstein comments. However, the official date is March 2001.
