Bin Laden has already defined the agenda of one presidency, he will wait to see if Kerry wins, so he can define the agenda of a second president. Bin Laden (assuming he's alive) has always been addressing an Arab/Muslim audience. There is no evidence he has any clue about the concerns of an American audience. Have you ever read Lee Harris' essay, Al Qaeda's Fantasy Ideology? Harris argues that even 9/11 was a grand 'show' aimed at winning over a Muslim audience.

Worst part is he brought the Americans storming into the ME and he cant hurt them without causing severe Arab casualties. He is likely looking for one last chance, to be a hero in the Arab world. Steal a nuke and use it. On the US. Not easy, not cheap, and getting it here is another problem. Normally he could find Arabs willing to fund that effort and maybe there are still some flake heads who will still do it. If they thought he could get away with it. But hes on the run, has no base, money flow is a problem, his friends and relatives have laser sights trained on them(symbolically) He is also a symbol to the US, a test of all the efforts made to prevent such an occurance - the errant nuke attack. We may have to live with the sometime terrorist activities here. The Israelis have done so for many years. Its not nice, but life and industry can go on. The Government alone cannot prevent those, the concentration is properly directed at preventing THE BIG ONE Sig
