I don't doubt that tuition increases are significant. But in California our recent increases are directly related to the state budget crisis, which is in turn related to the fact that CA gets back .70 for every $1 we pay in taxes. As opposed to the red states which are subsidized.

Voters in CA understand this and thats why Bush has no chance here despite Arnold's popularity.
