the customer (borrower) can be the govt itself


I disagree.
Govt borrowing that does not result in state or personal debt payoffs only increases the height of the deflationary crash, and prolongs the agony to boot. It takes an asset transfer from the wealthy to the debtors followed by a US default to wipe this debt out QUICKLY. Otherwise it will be slow and painful. Here is the reason the "helicopter drop" will not be attempted.
