In the long run yes, but fusion might not be available for 30 years or maybe 100.

In the context of Kyoto fusion is meaningless as the reductions are supposed to take place over the next 6 years. Even if we figured out how to control fusion next week I doubt we would have fusion power plants on line in 6 years.
