I think there will be a backlash - if it goes much further though - it is already happening.

I agree that tax incentives are a first step, but more may be needed.

For example, certain infotech and engineering skills could be termed "strategic" to future US national interests - which they are. We have to keep this knowledge here - even if that meant withdrawing from the entire WTO regime (which I'm not suggesting at this point.)
