Although AS can better explain the post you question, I think the point AS was trying to make was that there was an intelligence block relative to Afghanistan prior to 9/11, this having something to do with an Administration inside deal having to do with a pipeline running through the country. Thus, intelligence opportunities that could have had a bearing on 9/11 were missed.

Bush was president in 2001, wasn't he?
Bin Lauden was trapped at Tora Bora (it was reported) and three was suddenly a cease fire for many hours, after which time OBL had fled. Did Bush deliberately let OBL go or deliberately ignore the hijacking warnings? Probably not, but as Reagan's Lyn Nofzinger told me when I asked him if the 1999 energy crisis had been deliberatly created by the Bushies, "I wouldn't put it past them".
