The school boards are in control, not the President or Governor.

I don't know how it is where you live, but this is no longer true around most of the country. When the courts forced the States to "equalize" funding between districts, a lot of the power went to the States. Then add all the rules and regulations imposed by State and Federal Govs.

In California, the School Boards are nothing more than "rubber stamps" anymore. Here in Hawaii, the Governor and the Legislature are calling the shots, with a central State Bureaucracy.
