Chip - my take on silver is more prosaic.
IMHO, silver is moving fronm a concept of "poor man's gold" to an industrial base metal in production shortage.

I just am expecting a price move as the one in lead or copper. <g> A double from the bottom at least.

So, ain't no WB pushing the prices. Just industry.
FWIW, China uses copper plated copper wires to transport energy.
Old trick: electricity travels at the ouside of the wires, if these wires are more conductive, you need less material to transport the same energy. Just one example.
Silver is gaining recognition as a base metal.

I wish I had a bigger cellar. <g>
