Yep, March 2001. The President of the NBER (Martin Feldstein) has talked about changing the way recessions are calculated. This would move the start of the recession to late 2000. But right now, March 2001 is correct.

But that is not that important. I do not blame Bush for the recession. More important is that the recession ended in November 2001. Bush's poor economic policies have contributed to the poor recovery over the last 28 month.
