No Clinton was probably not offered OBL, that is a likely myth. An offer may have been made but Sandy Berger denies it ever got to the White House, at least not in time. It was a low level, back channels thing, maybe even just a rumor, but then the rightwing press took it and ran with it to try and blame 9-11 on Clinton instead of Bush whose watch it happened under. The effort to blame 9-11 on CLinton is just another GOP dirty trick. Indeed, it was bush who was warned on 8-6 and did nothing. Kerry also warned Bush of such attacks in 2000, as did Gary Hart.
