If if Bush and Kerry had identical positions Kerry would be a better choice.

Bush is but a figurehead. It is Cheney, Rove, Rumsfeld and the other neocons who run the administration. They keep Bush isolated, read their selected headlines to him, and he ends up supporting any crazy scheme they insist upon.

At least Kerry would ponder the advice he is given. That could go a long way toward avoiding strategic blunders.
