Bush constantly flip-flops because he "never will change". Kerry, after reasoned reflection and reviewing the facts, decides that another course of action should be taken. He's not locked into something, particularly when it becomes evident that that something is wrong...like the Iraq war, like the Vietnam war. IMO

Bush flipflopped here: Speaking of 9/11 in January 2003, President Bush told the Associated Press that he had "no ambition whatsoever to use this as a political issue." His ads say otherwise!
