Build does NOT mean let someone else build them But even the "let someone else build them", now semingly worthless to you, is precisely what was not allowed under Jordanian rule. Government matters to progress. The wrong kind of government, and no investment happens and nothing gets built. . How come the Israeli's didn't let the Palestinians know they were doing all this? You think the Palestinians haven't noticed that they are treated by Jewish doctors, or that the absolute high point of their economic well-being was in 1993? The difference between what the PA spokesliars whine about to the BBC, and what people must tell each other in private is huge. All moderate Palestinians also know that if they point these things out in public, someone with a gun will come looking for them. You have perhaps noticed the high death rate among Palestinian journalists?
