Re: If so, then President Reagan was the force behind the tearing down of that wall.

I would strongly encourage you to pick up a copy of the marvelously informative "The Sorrows Of Empire" just published by Chalmers Johnson.
amazon.com

Chalmers devotes several pages to a discussion of the tearing down of the Berlin Wall, perestroika, glasnost, Gorbachev and Reagan. His realistic conclusion is that the right wing in America is guilty of creating an astonishing hagiography of Reagan and is completely re-writing history in order to create the myth of Reagan as hero.

Reagan was not responsible for the end of Communism is Eastern Europe or Russia. Communism's internal contradictions were responsible for the bankruptcy that ended the system.

What the West is clearly responsible for is the horrendous looting of the Russian economy and assets in the chaos that they helped create in the aftemath of Yeltsin's ascension to the Presidency. What the West fostered was a culture of kleptocracy. Something that Putin is just now trying to put right by reining in the oligarchs like Boris Berezovsky and the recently imprisoned head of LUKOIL, Mikhail Khodorkovsky.
