Around 9-11 I did a search trying to find anything that GW had ever said about terrorism. I could find nothing. But he talked a lot about threats from "rogue nations" to push his SDI program, exaggerating the danger of North Korea and claiming they could launch a missile to the US. In fact, NK has no such missile. NK is a threat but only to South Korea and our troops and interests there. Bush also called off the FBI's investigations into Saudi funding of terrorism when he came into power, at least someone in his administration did. The FBI agents were very upset about it.

The Clinton Administration didn't pay attention to much of anything of substance, it would appear.

That's not true at all.

I recall Bill was quite concerned about a substance on a blue dress, among other things.
