I am not sure I understand your question. People with improving situations become less lethargic about further improvement; a rise in prosperity contributes to the decentralization of power; and the improvement of amenities generally goes with a desire for modernization and an opening to the world. Thus, one would expect a greater interest, formal and informal, in learning about the West, and adopting practices which seemed attractive or useful. One would also expect a growing sense of frustration over political oppression and a desire to participate in the formulation of policy. As it stands, the interest in improvement has moderated the Communist regime............
