Bush is going after Kerry for a bill proposal nine years ago, that would have cut intelligence spending by 1.5 billion. Let's not forget, that with almost 100 billion at their collective disposal both the CIA and FBI still failed to uncover the plot that led to the 9/11 attacks. Throwing money at these agencies didn't help them do their job. In fact they failed miserably, each agency playing politics with the other. Holding them accountable to do their job would have been the wise course of action. Wait, they DID do their jobs and briefed Rice and the WH about an impending attack August 2001. Bush had no time for it as he was on vacation for a month. And Rice claimed after the fact she could never conceive such an attack could take place, because - we later found out- she ignored two memos and an oral briefing. I wonder if egregious intelligence failures have been a wake up call? Oh, I guess not because intelligence (under pressure from Bush and Cheney) uncovered evidence of wmds that never existed.
But let's look at Bush - after 9/11 he asked for a 50 BILLION DOLLAR personal "slush fund" for who knows what. What an opportunist that one is!
