Clinton handed over an economy and stock market was that were both tanking. The economy entered recession by most counts the first quarter of 2001, no GWB policies were in effect. Some economists beleive that the economy was already in recession, due to the lagging nature of the GDP measurement.

Today, the GDP is higher than when Clinton left office. The unemployment rate is lower than was the average when clinton was in office. And given that unemployment is a lagging indicator, I'd say the economy is looking pretty good.
