As for Haiti, speak to Chirac. He was the moving party there. As for Venezuala, there is no pre-emption. As for Iraq, there were ties to terror organizations and to terrorists. I think you're getting your arguments confused. There may not have been actual WMD in containers but there sure were terrrorists and terrorist connections and suicide bombers and support by Saddam and sons for all that.
