I am now realizing the huge effect prop 13 must have. I have one question: does the tax evaluation get updated when someone dies?

I'm going to revise my previous post. I was just doing a comparison of Seattle to LA. (because I live in the Seattle area)

I noticed that they both started at about 20 (in 1975) and LA is now at just shy of 200, and Seattle is at 170. So Seattle, even without prop 13, is not too far behind LA in appreciation.
