You are right. I've seen that here. What were once working class neighborhoods are now very expensive, and you can see the upgrades going on.

There has been a lot of remodeling in the Bay Area.

Right after a contact of mine remodeled his house bought maybe 3 or 4 years ago, he was surprised to receive an additional property tax bill for $5k. His property tax was reset to market value due to the remodeling (he didn't know remodeling would change his property tax.) He's also a curious guy, and was told planes fly overhead for aerial photos once a year to seek out remodeled homes for tax collection purposes. I don't know if he was pulling my leg, or serious, either way it was an interesting story.
