I think this is a situation where time (and sufficient bitching to the guilty parties) will take care of itself. After living with the language barrier in a country with a small English speaking population (Korea) for a year in 1967, and the inability to understand America's brand of slang, it's difficult to communicate on a general level -- much less on a technical. I use Apple's Applecare frequently and when I know I've been routed to Bangalore, I hang up and start over again and let the local techs know what I've been through. Sooner or later, they'll get the message. Let all the bean counters goes through this process and their bosses will reign them in when the number start going south.
