A recession is defined as two quarters of declining GDP. Fourth quarter GDP was +2.1% in 2000.

Why is this such a debate anyway? I don't blame Bush for the recession. The real question is why haven't we had job growth since the end of the 2001 recession? My answer is the bad fiscal policies of Bush.
