All sides play gimmicks with H1-B visa and is abused in its worst form. Many deserving people are unable to utilize it, lose their legal status, thereby their potential to earn and then some of them end up leaving the country.

Then there are many undeserving who get the visas. Many big corporations abuse the system to lock up H1-Bs well in advance and suddenly when a genuine H1-B renewal candidate comes up, to his/her horror he finds that the quota has been finished. Poof, gone!!

I always thought the limit was extremely high to begin with and was riddled with abuse. Congress arbitrarily plays with quota and numbers... which are meaningless. This country does need talent and needs to be managed in a way to get the "NECESSARY" and "WELL QUALIFIED" talent.
