The extraordinary low level of the fine

The size of the fines being levied against these companies is not nearly proportional to the damage they are inflicting, not only on investor's accounts, but on the belief and trust of the market. They must be much larger if for nothing else to give people back the sense of accountability and transparency. I am invested in the market, and yet I can say without question I have little to no faith in the SEC as an overseer. If I feel this way, what does your average Joe who just holds mutual funds feel?
