That's a good reason to negotiate down on the initial payments a contractor always wants upfront or very early in the game. On the three occasions when I've hired people for major work, this was always my first target. Sometimes their requests for a certain amount of money just to get you on their schedule seem downright unreasonable.

A guy tore the back off my sister's house and then disappeared. It turned out he was in jail. He had visited his ex-girlfriend and had shot her TV with a pistol.

She did get someone else but had to pay the first guy some of what he did not do to get free and clear of the first contract.
