Did you see a poll? There are a lot of people that dispute how far Aristede's popularity had declined.

Yes. He was the elected leader of a democracy 650 miles from Miami, overthown by a combination of thugs and assasins. Some reporters say that the "insurgents" were armed and encouraged by the US. Certainly they were supported by the light skinned Haitian ruling class, a very small minority.

Instead, we told both sides that we wouldn't interfer unless there was a "political agreement". That was essentially a green light to the insurgents to do their will, secure that we wouldn't defend Aristede.
