Did you know that there is a resurgence of Corsican nationalism, after a dormant period, and there have been assassinations and bombings of French officials? In addition, the French recently brought to trial some members of a Breton separatist movement, also engaged in bombings over the last several years. Also, every so often the Basque separatist movement operates on the French side of the border. And yet, French society is generally fairly stable, because of good security forces and the relative dwindling of membership in such movements. It is perfectly possible to have residual "tribal" problems and yet establish a society that is democratic and prosperous. The key is to have it be more attractive to participate in the larger society than engage in violence, and to have sufficient security forces to deal with the scum left. My bet is that the overwhelming majority of Iraqis would like to have a peaceful, successful society. If so, we are in pretty good shape........
