By chance do you use the browser NETCAPTOR? Google toolbar doesn't work with it.

Ken,

In case you still don't see the Google Toolbar have you tried this?
Go to View at the top of the IE Browser.
Put cursor over Toolbars to bring up a list which should now include Google.
Make sure it has a checkmark.
