The difference is Bush Sr. was mostly unknown in '88. He was the butt of all the VP jokes and widely considered a wimp.

In '92 the public knew Bush and he ran against a pot-smoking, womanizing, draft-dodging Bill Clinton but he still couldn't beat him.

Because '92 was about Bush and the public had given up on him. '04 is about Bush jr., it remains to be seen if the public has been given up on him or not.
