But per-pupil spending, adjusted for inflation, is three times what it was 40 years ago, and the pupil-teacher ratio is 40 percent lower, yet reading scores are essentially unchanged

an incomplete picture. 40 years ago, special needs kids often went uneducated. If they couldn't learn in the regular or 'slow' classes, they didn't learn. The T&E education bills hadn't been passed yet, and yes, I know that all kinds of kids are being put on these programs who shouldn't need it, but still, a lot of educations are being given that wouldn't have been given at all 40 years ago.
